After  purchasing the Developer account with a one-time fee of 25$, there is no limit to the number of apps you can download there. Yh I mean you can upload more than a million apps, think about it, cool right? Now imagine you charge someone as low as 5$ or 4$ to get his or her app uploaded on playstore, you can see that after uploading 10, you will have doubled your cash.
